Take these steps to open your SMART529 Select college savings account.
  1. Choose your investment options.
    Review your college savings choices and the available SMART529 Plans to help guide you through the process of evaluating your college savings needs and choosing the investment options that are right for you.
  2. Read the SMART529 Select Offering Statement.
    The offering statement contains information about investment fees, expenses, performance history and risks. It also contains information about customer service and how your investments are managed and administered.
  3. Gather all required bank and personal information.
    Social Security Numbers, dates of birth, bank information and other details are necessary to complete the enrollment process. 
  4. Open your account.
    You can enroll in one of two ways:

SMART529 is a college savings plan offered by the Board of Trustees of the West Virginia College and Jumpstart Savings Programs and administered by Hartford Funds Management Company, LLC ("HFMC").

SMART529 Select is available to all investors. West Virginia (WV) provides certain tax advantages to WV taxpayers that invest in SMART529 Select. Before investing, an investor should consider whether the investor’s or designated beneficiary’s home state offers any state tax or other state benefits such as financial aid, scholarship funds, and protection from creditors that are only available for investments in such state’s 529 plan.
